BUDAPEST, Feb 25 (Reuters) - NATO Secretary General Anders Fogh Rasmussen said on Friday that a no-fly zone over Libya has not been discussed yet.
"Such a far reaching approach would require a very clear international legitimacy and in particular a United Nations mandate," Rasmussen told a news conference after a meeting of EU defence ministers, also attended by EU foreign policy chief Catherine Ashton.
